Coty Project Description

Coty is located at 11050 York Road in Hunt Valley, Maryland, and is operated by Noxell Corporation. The facility is a 66-acre site and is classified as Industry Sector C: Chemicals and Allied Products (Subsector C3: Soaps, Detergents, and Cleaning Preparations; Perfumes; Cosmetics, and Other Toilet Preparation). The York Road facility manufactures, processes, and packages cosmetic products.  The site is located within Baltimore County’s Municipal Separate Storm Sewer System (MS4) NPDES Permit (Number MD0068314, 11-DP-3317) and is specifically required to meet the Chesapeake Bay Restoration Requirements as outlined in the General Discharge Permit 12-SWA.

In order to meet the MS-4 requirements, Coty planted approximately 700 trees in the 100-yr floodplain to meet the IART (Impervious Area Requiring Treatment) of 2.44 acres.  ESD oversaw the project from start to finish including task management and coordination for landscape design and contractor services, completion of the Joint Permit Application (JPA), and the preparation and submission of the Stormwater Pollution Plan (SWPPP) to MDE.
